Construction Projects

The main new expenditures will be for the purchase of private apartments, construction of new homeless shelters, and installation of video cameras. However I do have some other projects I plan on pursuing overtime. Much of this can be funded with. bonds.

General Development of Portland -  There are several areas of Portland I plan on developing. These plans will probably take decades to manifest and may be fulfilled in the public or the private. 

1. Lloyd Area - One key area I would like to see develop is the Lloyd area just west of Lloyd center. If high rise apartments and commercial buildings were built in this area it would create a great customer base for the mall, as well as easy access to downtown and the light rail. There are many lots in this area with small buildings on them that could be replaced.

2. Inner East Side - The area between the river and 12th street is ripe for development. Ideally the tallest buildings could be built on 6th and 7th street and then buildings would get shorter towards 12th and towards the river. This way every building will have a view from their top floor of either downtown or Mt. Hood. Ideally buildings could be designed so they can have skyways added on as more buildings are built around them. If certain floors were designated for skyways, every building could eventually be connected giving residents and employees ability to move around the city more efficiently while staying dry.

3. 82nd - 82nd already has many thriving businesses and has the potential for more growth. Light rail is fairly accessible on its eastside as well on its northern end. Bus commute is fairly quick as it is a high speed street. The main plan will be to slowly remove all car lots and car related businesses as they are eye sores. Parking garages can be built further down 82nd near the airport, and each car lot can have its own floor. This will pose less of an eyesore. The city will work with companies to slowly move them. High rise apartments, strip malls, possibly commercial buildings can replace them. 82nd is a highspeed street so using strip malls to shield customers, as well as developing off streets similar to Stark in Montavilla, can be a good way to create a more customer friendly environment. 

4. Mall 205 Area - Creating a mini downtown area between Market st. and Halsey could offer cultural and business opportunity for outer east Portlanders. Outer east Portland is mainly characterized by its larger streets such as Halsey, Division, Stark, 122nd, 162nd that don't offer the same slow pace business friendly environment that streets like Hawthorne, 23rd, Alberta and downtown offer. The main reason for this is that the streets are 5 lanes instead of 2. However, redeveloping off streets can create pockets where the pace is slower and more customer friendly. The area between Market st. and Halsey, especially between Stark and Northeast Pacific st. offer a good opportunity for this. Currently there are several empty lots, junkyards, and a few houses. Overtime these could be turned into high rise apartments, and possibly commercial buildings, with the ground floors being dedicated to businesses. This area also has great access to the light rail, and has several malls already surrounding it.

Streets - I will work to maintain streets in a cost efficient manner, and pave all graveled streets. I will work on creating an interactive online map, so residents can upload pictures to document potholes. Once a pot hole has been documented other people can confirm the pot hole, license and or oregon id can be required to confirm in order eliminate false reports. Road can also be graded in order to keep track of quality of streets and unimproved roads. I plan on potentially building more freeway entrances and exits to increase traffic flow, as well as add more lanes to the freeways. More lanes can also be added onto streets to decrease congestion, by eliminating parking lanes, bike lanes. Possibly more parking structures can be built in high use neighborhoods as well.

Electrical Grid - Much of Portland's electrical grid is above ground, this leaves us vulnerable to power outages when storms come. I will analyze possible solutions to remedy this issue. My main goal is to make Portland the first city with a wireless electrical grid.

Environmental Services - I plan on installing holes in curbs in order to siphon stormwater into the grassy area between the curb and side walk known as the furnishing zone. Private property owners can then turn their furnishing zones into various types of water traps such as the ones listed by the city HERE. This should save the city money as this water will no longer have to be treated. I will analyze these plans and there costs with the bureau of environmental services. The designs will then be tested in order to see how affective they are before doing a full roll out.

Wireless Electricity

New Parks - I have several new parks I plan on building, and old parks I will upgrade.

1. North East Community Center - On the site of the old Whitaker School on the southside of Fernhill park I plan on building a strip mall and community center. The community center will be run similarly to a planet fitness or 24 hour fitness, a swimming pool will be on the 1st floor, weight room on the second floor, basketball courts on the third floor, etc. Below is a rough draft plan of the community center. The red represents the gym, the green represents the strip mall, the blue will be a patio area over looking the park.

Broughton Beach Community Center - I plan on building a mini community center at Broughton beach. It will be two stories, have a lounge and snack bar, pool tables. I plan to begin having swim lessons at the Columbia River. The water between the dikes has essentially no current due to the sand bars created by the dikes and offers a great opportunity for swim lessons. The sand bars created by the dikes go 100's feet out into the water before ever getting that deep so it offers plenty of space for different levels of swimmers. Mini docks can be placed out in the river, so students can swim from one dock to another. More parking will be added on the south side of marine drive, and a pedestrian bridge will be added so traffic doesn't have to stop on marine drive. The map below is a rough draft of the community center.  The red represents the community center, the green represents a parking lot, and the orange represents the area where swim lessons can be taught. Life guards can be put on some of the docks.

Cathedral Park Upgrades - The main plan is just to clear out all the trees, brush, and debris along the shore underneath the bridge and just make it a giant beach. This will make the view of the bridge much more spectacular. The orange in picture below represents the area that will be cleared out.

Government Island - I plan on building freeway exits and entrances on government island off of i-205. Government Island is essentially a giant beach. I will build a few roads on the island and hiking trails that will give people access to the beaches.

Downtown South Hawthorne Waterfront Beach - I plan to build a beach at the waterfront here. The rough plan will be to build large stairs to replace the rocks that are currently there, and then at the bottom bring in sand. A dock will possibly be added as well. In the image below the orange represents what will be sand, and then right above will be stairs.

Waterfront Beach - Another good beach is between the Marquam and Tilikum Bridge on the west side. Currently it is already pretty nice, it is just rocky. Sand could be added in and the bank developed a little bit to create better access.

Lindbergh Beach Parking - In Northeast Portland on Swan Island, there is a pretty nice beach called Lindbergh beach. There currently isn't the greatest public parking. The red in the image below represents what could be become public parking.

Kelly Butte Park Upgrades - The main plan will be to build parking lots and develop the trails a little more, make sure they are connected to the lots. Below is a map with parking lots in blue, and one added trail in red.

North Park Blocks Upgrades - The park blocks are a great summer park as they are fairly shady. They are not always the most inviting though, as the grass isn't well kept. One way to solve these problems is by adding picnic tables throughout the park. In the portion between Everett and Flanders I plan on adding 2 large picnic tables similar to the ones at Laurlehurst. Between Flanders and Glisan I plan on adding full basketballs courts. Possibly food carts in the parking lot north of Glisan.

Powell Butte Amusement Park - An amusement park could be added on top of Powell Butte. The Ferris wheel would have a great view of Mt.Hood. This should bring tourism to the outer east which should hopefully be good for businesses near by as well. Below is a map of a potential amusement park, the blue represents a potential parking lot, the red an amusement park.

Increased parking for Moda Center and Other Upgrades - Currently there is an employee parking lot on the west side of the Moda Center that is rarely used represented by the green. This could be turned into public parking. The red area is a boardwalk that could be built on the edge of the parking lot so game attendees can hangout on the riverside if they feel. The Orange represents a park the caould be built if we tear down the old granary that is no longer in use. Stairs could be built from the parking lot over the rail road down to the park. Tearing down the granary would also create a view of downtown from moda center entrance if a few trees were also cut down. The purple represents where vira katz Esplandade could be extended, docks would be used similarly to the current one. A ramp could be built down to the dock from parking lot.

Mcloughlin Decongestion - Mcloughlin backs up primarily because there are so many lights it runs into once it turns into MLK and Grand. The plans on the map below include building overpasses where there is red, this should be on 17th, holgate, and over grand connecting mlk to the free way entrance. The green represent lights that can be eliminated, pretty much all of them except where the bridges are and stark, taylor or salmon, and mill st.. Stephen st. can be made to be strictly for  the trolley. The pink represent loop entrances onto grand from morrison bridge and Hawthorne Bridge going west. Lights crossing mlk and grand, except at the bridges can also be delayed extensively, especially during rush hour.  The Orange represents where there are only two lanes, which could be turned into three lanes. Currently McLoughlin has three lanes but then bottle necks into two lanes after powell, before turning back into three and four lanes after division. McLoughlin south of Ellis also turns back into two lanes until umatilla st., expanding this to three lanes would also greatly help with decongestion. Eliminating bus only lanes on mlk and grande could help absorb traffic, possibly creating a 5th lane could help hold more traffic. 

Hayden Island Development -  The west side of hayden island is currently undveloped and features beaches on both side. The main plain is to develop a residential neighborhood on the west side of the island and create access to the beaches. The light blue line represents the main road throughout the island, it also has a new bridge as part of it that connects to st johns. The yellow line represents a beachfront walkway, a cement path for walkers and bikers to go along the northside of the island and main beach. The red lines represents high rise apartments that can be built. The first floor of the aprtments can be dedicated to shops on the beachfront walkway, and main streets. On the southside of the island the beach is smaller, with a wooded area next to it. The idea is to build high rise apartments spread out throughout the wooded area preserving some of its nature and creating an almost like feel. A few trees will have to be cut down to make room for the buidings, but between the buildings the other trees will be left standing with walkaways going between the buildings similar to a college campus. The red dots represent the apartments in that area. A single road will go through to create access for the residents in that area. The lime green with slashes in the middle of the island represent areas for housing and smaller apartments. The light purple lines represent an area that will be left wooded to create a connect park throughout most of the island, a good path for bikes will be built in the park.

Finish the pearl -  The Pearl's development is on the verge of finishing. The red line represents a finished connected boardwalk. Green areas represent priority building. The orange represents a walkway to get to board walk. This along with the buildings where the usps was torn down should finish the pearl development process.

Dredge Reed Lake  - Reed lake is a lake in southeast portland behind reed college, usually with temperatures around 10 degrees lower in the summer due to it being in a canyon. Although it is topped with sludge, at its bottom there is  sand. If it was dredged it could be turned to a sand lake and another great park for the portland area.

Transportation for Baseball Stadium - Several improvements to increase transportation methods to new mlb baseball stadium can be created.  Special max lines that run to stadium can be created, such as making the green line go all the way to stadium, having a blueline from the east go to the stadium instead of hillsboro. New freeway exits and entrances can also be added near stadium. The pink represents a new exit in the first picture, the orange the road that leads to the stadium. The pink represents a new entrance on the second picture. Both of these especially help people on the westside (beaverton) get to and from stadium

New Spring Water Corridor Trail -  Just west of 17th and Ochoco st the current spring water trail vears south onto andover pl, a cement trail could be added on the north side of the train tracks between 13th and 17th. Should shortern the trip and decrease confusion of where the trail goes.

North Park Blocks -  Will work to expand north park blocks where usps building has been taken out. Possibly have squares rather than parks. Residential buildings can be built in the orange areas. In general, construction should be more focused on residential property  in Portland due to low rates of renting commercial property since covid, as companies have been working remotely at higher rates. Possibly a hotel could be built here as well for easy access for those riding the train.

Johnson Creek Renewal - Blure represents potential new parks on the creek. Red represents a square that could be used for farmers' markets and other events. Pink represents potential new apartments. The green represents a potential area for high rise apartments that will be designed similarly to a park with grass and trees in between apartments, access to creek, limited through traffic. The orange represents a strip mall facing the park.

Railroad Overpasses Inner east Portland - To eliminate jams caused by passing trains which can sometimes exceed 30 minutes, a few overpasses can be built.

Burnside inner east decongestion- To eliminate decongestion on burnside all the stop lights between grande and 12th can be eliminated, represented in red. A turn from 12th going east on burnside can be added. Turn lanes going east and west can be added on sandy and stark. Possibly adding a third lane on couch  beginning around 7th avenue going west, and eliminating the bus only lane around 13th goins west could absorb traffic and allow traffic to flow across mlk and grande more easily. Turning the bus only lane on burnside going east into a normal lane, and possibly even adding a 5th lane,  could allow more traffic to pass over mlk and grande more quickly and increase traffic flow down mlk and grande as lights would have to be shorter.

Downtown Burnside Decongestion - Eliminating lights can help increase the flow of traffic, the red represent lights eliminated. The green represents left turns when travelling from the east turning south. Creating left turns increases the flow of traffic for those going south vs. going around the block. It also increases traffic for those travelling west, for when cars have to go around the block traffic going east and west has to stop for cars to cross, where when there is a left hand turn only cars going east have to stop.

4th lane on 205 - South of powell there is only 3 lanes of freeway which leads to congestion. North of stark there is only three lanes which leads to congestion.

4th lane on 84 west of 181st - There is generally a traffic jam west onf181st on 84, a 4th lane should help dcrease this. Exits and entrances at 148th nd 162nd could be uilt as well.

Expand I-5 to 3 lanes between the Fremont exit and moda center, definitely going south and possibly north as well.

Johnson Creek Blvd decongestion - The light blue represents stop signs or stop lights that could be removed which cause major congestion. The red represents a right hand turnlane that could be added to move traffic onto johnson creek easier. 

Powell - To increase speed of powell, an over pass could be built where milwaukie cross powell in green, the pink represents where lights could be eliminated.

Hypothetical overpasses on pacfic hwy/barbur blvd - The represent overpasses with entrances and exits, the pink rpresent overpasses without. The green is just light that can be eliminated , all other lights are eliminated too. The blue lines represent where capitol highway, barbur blvd, and the i-5 intersect, here a double overpass would have to built to eliminate the lights. The orange represents areas between i-5 and the pacific hwy that would be difficult to access, these areas could possibly become storage areas or something, I put overpass access points to each section. Ideally if the barbur blvd had 3 lanes going south up until it reaches capitol hwy exit.

Westhills Sunset hwy - To decrease congestion on the sunset through the west hills the freeway could be turned into a double-decker. Lanes going west would go up a level. The number of the lanes on the treansfers would have to be increased, the orange represents transfer lanes going east.

Adding more stages to parks - Will add more stages to parks in order to make it easier for concerts to occur. Will have electircal outlets that can be turned off and on by the city from downtown, so the city can control whether the concerts are strictly pre scheduled or whether people can have them freely.

Swan Island River Front Development - The green represnts the beach. Orange represents potentital apartments. The red are business that probably can't be moved. The purple represents a potential new lot for Daimler trucks.

New St. Johns Park - A new park in St. Johns just west of U of P.  Green represents the beach. Red represents a road. The purple represent a bridge that could connect from U of P campus to beach. Possibly reisdential property could be built in between red, or student housing.

Making speedbumps illegal - Will make speedbumps illegal except in school zones. Otherwise strictly using video cameras to monitor traffic is a better solution.
